The Central and Tamil Nadu governments are locked in a war of words over the PM Schools for Rising India scheme. A similar spat broke out after Prime Minister Rajiv Gandhi’s Congress government introduced the National Policy on Education in May 1986 and planned to open ‘schools of excellence’ (Navodaya schools) in every district
