Draft rules on captive elephants: owners to pay compensation for death, damage

Owner of the elephant shall be liable to make a payment for loss of human life, permanent incapacitation, damage to property and injuries caused to persons, as per the draft Kerala Captive Elephants (Management and Maintenance) Rules, 2023
